Agricom.id, JAKARTA - Ministry of Agriculture Indonesian Republic through General Inspectorate develops Audit and Monitoring Using Remote Sensing Tool Trough Automatic System (AMOURAS) to monitor and audit digitally in tabular and spatial – bases. The application was designed by using the modern information technology and it could enable the auditor got the regular audit report without waiting for the process in the end of budget period.
The application is the realization of good governance that is the same with the progress of era. Minister of Agriculture, Syahrul Yasin Limpo (SYL) in many chances even told to use the information technology and data accuracy to accelerate and ease the services.
“If we are not update and use the technology, we would be left behind. For an entity or a service, leaving behind is the same with death,” he said, as in the official statement to Agricom.id.
SYL thought that this is crucial in agriculture. That is why Ministry of Agriculture would develop the transparent and open data system to improve.
By the effort, Corruption Eradication Commission did appreciate Ministry of Agriculture about the data management of subsidized fertilizers by advantaging ID which made the fertilizers could accurately and effectively distributed.
About AMOURAS, Inspector II, General Inspectorate of Ministry of Agriculture, Tin Latifah said that the application is needed in the technology era because it could happen to get technical issue in audit, such as, low coverage audit compared to the taskforce numbers in Ministry of Agriculture because of the limited human resources.
“The other issue is that audit or evaluation result report or whole report in the manual documents would be difficult to consolidate and manage as the basic thing to publish policy. This would be the issue to be lost, risky to be broken because of fire,” Tin Latifah said in Jakarta, Tuesday (25/11).
Tin also mentioned that the manual documents are difficult to get data tracing process because it would conventionally be searched to gather every information and would be troubled to discontinuity of data from the (manual) documents) which could influence accuracy and completeness of data (manually).
“By AMOURAS it could solve the technical monitoring issues,” she said.
Tin also told that by the implementation of AMOURAS, General Inspectorate of Ministry of Agriculture now could monitor every work both as the main and supporting activity done by the echelon I in real time in information technology – base and it would realize what to expect.
“We could get every early warning system about the financial work and could be focus more to do preventive and detective control if the financial work quality changes,” she said.
Besides, the application would enable to give audit information to be used to make real time decision, increase the accountability of financial management and work of the echelon I in 1 Ministry of Agriculture, increase the efficiency and effectiveness of monitoring resources in the inspectorate and also as the tools to fraud prevention.
“The application would reduce paperless system. The audit work paper for all these years would be substituted by electronic work paper which the information in it would be shared among the auditors in different location through e-mail, or remote access software,” Tins said. (A2)
