Validity up to 94%, CEC Did Appreciate the Subsidized Fertilizer Distribution of Ministry of Agriculture

Agricom.id, JAKARTA – The distribution system of the subsidized fertilizers by ministry of agriculture through electronic – groups needs definitive plans or elektronik-rencana definitif kebutuhan kelompok (e-RDKK) within by name by address in ID number – base was appreciated by corruption eradication commission (CEC). Furthermore the quality of data validity is about 94%.

The good fertilizer distribution system by ministry of agriculture was revealed in the discussion ‘Praktik Baik Pemanfaatan NIK untuk Program Subsidi Pemerintah’ which was part of Aksi Nasional Pencegahan Korupsi (ANPK) 2020 that was held by CEC and live in the CEC youtube on Wednesday (26/08/2020).

Minister of Agriculture, Syahrul Yasin Limpo (SYL) as the speaker in the event told that the ID numbers used in e-RDKK made the subsidized fertilizer distribution more objective, right on target, and based on the regulation.

“The agriculture is essential. Anything to do if the food is not well prepared would be the issue. In the Covid-19 pandemic, the sector increasing 16,4 percent was the agriculture only. Our exports increased too. There are three things that increased the agriculture, they are, the good variety planting, the right cultivation, and enough fertilizers. Of course we need to pray to have good weather,” he said.

He also mentioned that the fertilizer is one determining factor too. In addition 34 million farmers in Indonesia use the fertilizers. He thought that the farmers use subsidized fertilizers for many years. But ministry of agriculture just wants to make it perfect when distributing. This depends of the plan validity.

“This time we distributed the fertilizers within the ID numbers, by name by address. This is important so what the people need could be well prepared. The fertilizer needs by name by address would be proposed to be in e-RDKK and we would validate it in phase. This made us get 94% of vaild data to those who geo the fertilizers,” he said, as in the official written statement to Agricom.id.

To monitor that, SYL continued that there should be three things to do, they are, each directorate should have the programs within clear targets, there should be operational standards, and everything should base on the ID numbers – no violation in the regulation.

“There should be the mindset that the program is essential and should be got by the farmers, the groups, and the combined groups,” he explained.

SYL also emphasized that by name by address, everyone could follow, could correct too. This is the transparent way. Those who get the subsidized fertilizers should show the ID and kartu tani.

General Director of Agriculture Infrastructure, Ministry of Agriculture, Sarwo Edhy said that the subsidized fertilizer was distributed based on the Regulation of Minister of Agriculture No. 10 / 2020.

“In the regulation, it is mentioned that the subsidized fertilizer should be distributed to the farmers who join the groups and should arrange the e-RDKK, and also cultivate, at least, 2 (two) hectares. The fertilizer distribution could be done by showing kartu tani, and of course, after being validated based on by name by address,” he said.

He thought that e-RDKK would minimize the deviation. Besides, the data of the farmers who got the subsidized fertilizer could be done by ID numbers after the synchronization with the civil registration and population agency to be more valid.

“By e-RDKK, it is easier to make documentation. The farmers could easily access the numbers of areas, and the fertilizer allocation. The data validation would be better, and one thing for sure, it does not need to filing. e-RDKK could be very transparent,” he said (A2)
